The priest of an Egyptian church attacked last week says his church was targeted as part of a wider pattern of retribution from Muslim Brotherhood supporters against churches and security forces following the overthrow of Mohamed Morsi last summer.
Around 70 churches were attacked last summer in retaliation against the dispersal of protest camps set up in the wake of Morsi’s deposal. Many Muslim Brotherhood members hold Christians at least partly responsible for the overthrow, especially following comments made in support of the army by Coptic Church leader Pope Tawadros II. In the latest attack on a church, a policeman was killed and two others injured* when the Church of the Virgin Mary in the 6th of October Diocese came under fire on Jan. 28. Father Morcos Joachim told World Watch Monitor that the attackers were seeking to avenge the recent arrest of many members of the Muslim Brotherhood.
“They targeted the security forces to seek revenge for the arrest of many Muslim Brotherhood members and also they targeted the church for inciting the sectarian strife between Muslims and Christians,” he said. The priest said he suspects the attack on the police was a response to the arrest of many Muslim Brotherhood members at a Jan. 25 march in the 10th District of the 6th of October city, west of Cairo.
“The police arrested many of them at the march, so what happened on Tuesday was their backlash,” he said. Fr. Joachim described how four armed men parked outside the church in the middle of the afternoon and opened fire, killing 33-year-old officer Mohamed Taha Syed Abu Hamid, whom the priest described as a “very respected and kind man.” The priest said the assailants were chased away by local residents, who shot and injured one of them, 30-year-old Mohamed Abdel-Raman. He was later arrested, along with two other suspects, Mohamed Abdel-Hamid Ibrahim and 29-year-old Abu Anas. The fourth suspect’s identity has yet to be released.
Fr. Joachim said the number of policemen outside the church has increased since the attack. A church member added that Muslim residents had joined with Christians in chasing after the attackers in the aftermath of the shooting.
“Many people followed the car,” Girgis Adel said. “They were able to stop it and hold one of the attackers after injuring him in his arm, but the others were able to escape. The Muslim residents cooperated with their Christian brothers to follow the attackers and arrested one of them.”
*Update (Feb 5): One of the injured men, Mina Emad Anwar, 28, has since died from his injuries. The Egyptian Interior Ministry has posted a video clip of what it says is the confession of one of the defendants, in which he states: “I was trying to do something for God’s sake against the infidels, army and the police”.

Bor has been the flashpoint of the conflict, with the city changing hands between the government and opposition forces several times. Most of the civilian population has been displaced.

Scores of female church workers were massacred last month as they sought refuge at a church in the central South Sudanese town of Bor.
The women, several of whom were elderly, had fled rebel attacks to hide in the St. Andrew’s Episcopal Church compound, when rebels descended on them, raping several of them before shooting them at close range.
“The women were from different parishes in the diocese and had converged in the church compound when they were killed,” the Anglican Bishop of Bor, Ruben Akurdit Ngong, told World Watch Monitor by telephone from Bor. “This is very painful. They destroyed most of the churches in the diocese, but God is with us.”
Five of the women – Dorcas Abuol Bouny and Akut Mayem Yar, both 72, Tabitha Akuang, 60, and Mary Alek Akech and Martha Agok Mabior, both 70 – worked as pastors in the church. A prominent lay leader, Agel Mabior, 72, was also killed.
“They were all clergy. They all worked at the church. They did different jobs, [including] bible reading,” South Sudanese Anglican Archbishop Daniel Deng Bul told local reporters.
South Sudan has been in turmoil since Dec. 15, when a dispute within the army sparked fierce fighting in the capital city, Juba. Fighting spread quickly across the country and soon took on an ethnic dimension after President Salva Kiir alleged that his former vice-president, Riek Machar, was planning a coup. The fighting has pitted army forces loyal to President Kiir, who is a member of the Dinka tribe, against rebel forces aligned to Machar, a member of the Nuer tribe.
The Dinka tribe is the largest in South Sudan; the Nuer is the second largest and boasts a deadly tribal militia known as the “White Army” because its fighters rub white ash, extracted from burnt cow dung, over their bodies. The White Army’s main role in the community historically has been to raid cattle and protect the community, but recently it has transformed into a militia used for political gain.

“I believe the White Army attacked and killed the women hiding in the church compound. It is very disturbing to know they were abused before being killed,” Rev. Mark Akec-Cien, deputy general secretary of the South Sudan Council of Churches, told World Watch Monitor by telephone. “I don’t think they were killed because they are Christians. The militia had also attacked, looted and destroyed shops, businesses, homes and other churches.”

Since the conflict erupted, several churches have been attacked and looted, and pastors harassed, according to Akec-Cien. In Malakal, in the north of the country, the St. Francis Catholic Church compound was attacked and looted in mid-January, and the priest robbed. The local Anglican and Evangelical churches were also looted.
The most affected areas are the north-eastern states of Jonglei, Unity and Upper Nile. Bor, the headquarters of Jonglei State, was totally destroyed, with houses, food stores, shops, banks and churches burnt down and looted, according to the Episcopal Church of Sudan.
The United Nations said on Feb. 5 that up to 7 million people, nearly two thirds of the country’s population, were at risk of some level of food insecurity, with 3.7 million facing emergency or acute levels. About 900,000 people have fled their homes since December.
Although the conflict is largely viewed in ethic terms, church leaders have called for peace and reconciliation, and stressed that the roots of the crisis are political. Both the army and rebel forces have been accused of abuses.

Church leaders in India are alarmed over a dramatic increase in attacks on Christians in the state of Andhra Pradesh, where in recent weeks one pastor has been murdered, others beaten, and churches demolished. The All India Christian Council documented 72 incidents of anti-Christian violence and hostility in Andhra Pradesh in 2013, nearly double the 39 recorded in 2012. Today the state, India’s fifth-most populous, has the country’s highest rate of anti-Christian incidents, according to the All India Christian Council. “The jump from 39 incidents in 2012 to 72 incidents in 2013 is alarming, and the reasons for this escalated growth on the Christian minorities is the culmination of every effort of the right-wing political party to woo the majority of the communal agenda in the coming election of 2014,” Moses Vatipalli, a project coordinator for the All India Christian Council, told WWM. India’s “communal agenda” arises from the nationalist Bharatiya Janata Party’s promotion of “a clear vision of India’s civilisational consciousness,” which it says “has its roots in Bharatiya or Hindu world view”. In that view, according to the party, “almost all religions practised in different parts of the world have existed peacefully in India and will continue to do so”. The reality is somewhat different. The BJP is the ruling party in three of the five Indian states with laws that forbid forced religious conversions — laws that are used frequently to shut down churches or intimidate Christians who speak about their faith. The party has proposed stiffer penalties in one of those states, Madhya Pradesh, India’s second-largest. Narendra Modi, chief minister of Gujarat, another BJP-ruled state with anti-conversion laws on the books, is “the poster child for India’s failure to punish the violent”, said Katrina Lantos Swett, vice chairwoman of the U.S. Commission on International Religious Freedom, and Commissioner Mary Ann Glendon in a joint November opinion column. While under BJP rule, Karnataka state had the country’s highest rate of attacks against Christians from 2010 to 2012. In early 2013 the Indian National Congress Party took over; the number of attacks dropped from 50 in 2012 to 28 in 2013, according to the Global Council of Indian Christians. The BJP holds only two of the 294 seats in the Andhra Pradesh State Assembly, but has been making inroads across India, including advances in two state assemblies during December elections. National parliamentary elections are scheduled for May, and Narendra Modi is the BJP’s candidate for prime minister. Meanwhile, pressure on Christians continues.
On Dec. 28 in the town of Narketpally in the Nalgonda district of Andhra Pradesh, Suverthamma Moses responded to a late-night knock at the door and was struck on the head with an iron bar, then stabbed. When her husband, Nama Moses, a Baptist pastor, rushed in, he was stabbed multiple times. “The attack took less than 10 minutes while three extremists were standing outside the house. The neighbours later came to their rescue and rushed them to the Kameneni Hospital,” Franklin Sudharkar, General Secretary of the All India Christian Council, told World Watch Monitor.
Moses and his wife survived the attack. Sudharkar said the Hindu Vahini, a nationalist youth organisation suspected of the Dec. 28 stabbings, have severely injured at least six pastors in Andhra Pradesh. On Jan. 10 in Vakirabad town, armed Hindu Vanihi militants knocked at the door of Hebron Church pastor O. Sanjeevi’s house, then hit his wife with an iron rod after she opened the door. The attackers stabbed Pastor Sanjeevi eight times. He died three days later, leaving behind his wife and four children. “About 250 church members he looked after felt bewildered and deprived by the incident,” a local church leader, Rev. Madhusudan Das, of the Evangelical Fellowship of India, told World Watch Monitor. In response to the killing, the Andhra Pradesh Federation of Churches petitioned the state chief minister and the National Human Rights Commission of India to improve protection for Christians. On New Year’s Eve, extremists in the town of Rajamundry set fire to a worship centre operated by a church named Dr. John Wesley of Young Holy Team, after the church members had conducted a night service.
And on the morning of Feb. 2, a Sunday, the Bethel Gospel church building in Hyderabad, a western district of Andhra Pradesh, was burned to ashes.

Two of the most senior religious leaders in the Central African Republic have issued a joint plea for a truce between retreating militant rebels and vigilantes who have been taking their revenge. “May all the brothers carrying weapons hand over their arms,” said the Catholic Archbishop of Bangui, Msgr. Dieudonné Nzapalainga, during a Feb. 21 joint appearance in Bangui, the capital, with Imam Oumar Kobine Layama, the president of the Islamic Community in CAR.
“Armed men have moved into places of worship, even into mosques,” Imam Layama said. “The military must disarm everyone, in churches and in mosques,” Nzapalainga said. “Too many Central Africans carry weapons, Muslims and Christians. Arms take no sides.” The Central African Republic has been beset by violence since December 2012, when a coalition of militant Islamist rebel groups, led by Michel Djotodia under the Séléka banner, moved through the country to eventually drive out President Francois Bozizé in March 2013. Djotodia disbanded Séléka in September, and as the rebels’ influence waned, a wave of retaliatory violence from self-defence militias known as Anti-Balaka swamped the country. The United Nations expanded the French and African military presence in CAR to help restore order, and Djotodia was ousted in January in favour of Catherine Samba-Panza, the country’s first female head of state. But the killing, looting, and destruction of villages have continued.
The Red Cross said 11 bodies, some of them mutilated, have been collected following clashes on Feb. 25 and 26 in a predominantly Muslim area of Bangui. Since December, 1,240 corpses have been collected across the city.
About 20,000 refugees have arrived in Cameroon in the past three weeks, according to the UN High Commissioner for Refugees. In total, the ongoing violence has forced 288,000 to flee to neighbouring Cameroon, Chad, the Democratic Republic of Congo and the Republic of the Congo.
Those who remain face deadly risk. More than 15,000 people in 18 locations in the northwest and southwest of the country are surrounded by armed groups, the UN agency warned.
“These populations are at very high risk of attack and urgently need better security,” UNHCR spokesperson Adrian Edwards told reporters in Geneva on Feb. 25. “Although violence has hit all communities in CAR, most of the people who are trapped are Muslims under threat from Anti-Balaka militiamen.”
Meanwhile, atrocities ranging from rape, sexual assaults, looting, and killings have been committed by Séléka rebels as they retreat to the north, notably to neighbouring Chad and Sudan. Two nuns and their volunteer helper were sexually assaulted by members of Séléka, during an attack on a mission station near the border with Chad, according to Rev. Aurelio Gazzera, director of the Bouar Diocese chapter of Caritas, a Catholic relief agency, who spoke to Aid to the Church in Need, another Catholic organisation.
“One of the rebels who invaded the mission station held his gun to the head of one of the Sisters and tried to force her to undress,” Gazzera said. “The other sister and the voluntary helper were also sexually molested.”
He said on Feb. 4 about 22 people, 14 of them women, were killed in their homes and several houses were burned in the village of Nzakoun, also near the border with Chad. The village’s clinic was looted and destroyed by a hand-grenade.
Gen. Francisco Soriano, commander of French forces in CAR, has vowed to fight the Anti-Balaka, which he said are “the main enemy of peace” at the moment. Recent sweeps have rounded up several militia leaders and a large quantity of weapons. But restoring order to a country as large as France, Belgium, Denmark and Luxembourg combined is a tall order.
France has decided to add 400 soldiers to the 1,600 deployed since December in support of 4,500 African-led peacekeepers. UN General Secretary Ban Ki Moon has said at least 3,000 more soldiers and police are urgently needed. The European Union has pledged to dispatch between 500 and 1,000 troops, while France said on Feb. 25 it will extend its military operation in the Central African Republic for four months.

As soldiers have tried to restore order, the country’s clerics have beseeched the world to resist reducing CAR’s violent turmoil to a religious conflict. “All Anti-Balaka are not Christians and all Christians are not Anti-Balaka. It is the same for ex-Séléka and Muslims,” the Bishops’ Conference of CAR said in a prepared statement issued in December. Evangelical churches distanced themselves from armed groups in a statement issued on Feb. 5. “A true child of God has received and must exercise the ministry of reconciliation as recommended by the New Testament,” the statement released by the Alliance of Evangelical Churches said. “Therefore, AEC will take actions against those who for personal reasons and other ambitions contrary to the teachings of the Gospel of Peace of Jesus Christ, distort the essence of his existence and throw an infamous discredit on people of God, by identifying themselves as Anti-Balaka militia or Séléka rebels. Our battle is spiritual, not carnal and should be carried out on the knees and not weapons in hand.” Alliance pastors across the country devoted Feb. 26-28 to prayer, and public events are scheduled for March to encourage repentance.
On Feb. 4, Catholic and Protestants leaders made their second joint statement opposing the violence. “The confrontation between Séléka and Anti-Balaka has started a cycle of reprisals in which the civilian population has fallen victim. We condemn this violence, whatever its origin,” read the joint statement by four prominent Church leaders, including Evangelical Alliance President Rev. Nicolas Guérékoyamé-Gbangou, and Archbishop Nzapalaigna.

Rebel leader hands over power; new president vows punishment for ‘barbaric acts’. World Watch Monitor. A pastor and his son are among the latest casualties of violence in the Central African Republic, which continues despite the recent appointment of Catherine Samba-Panza as interim President.
Rev. Pierre-Séverin Kongbo, 52, his son Dieubéni were killed on Jan. 28 by former members of the disbanded Séléka group in the Bégoua church compound in northern Bangui, the capital.
A day earlier, about 600 presidential guards were transferred by French and African forces from the town centre to a military base at the northern edge of the city, following the resignation of President Michel Djotodia. Kongbo and his son were killed after the presidential guards retaliated following an attack.
The pastor, who was also a board member of the Union of Baptist Churches in the CAR, is survived by his wife and five children. He and his son were buried on Jan. 29 at the Bégoua church compound. His wife told World Watch Monitor that rebels had visited their home two weeks before, asking for her husband. She told them the pastor was not at home and gave them all the money she had at the house (10,000 CFA or approx. €15). Pastor Kongbo’s family.

The Central African Republic has been beset by violence since December 2012, when a coalition of rebel groups, led by Djotodia under the Séléka banner, moved through the country to eventually drive out President Francois Bozizé in March 2013.
Djotodia took control of a transitional government, but lost control of Séléka soldiers. He disbanded Séléka in September and resigned last month. The National Assembly elected Samba-Panza president on Jan. 20, making her the first female president of the CAR. The violence has continued during the governmental transition.
On Jan. 2, loud explosions and heavy artillery were heard in Bangui. The 5th and the 3rd arrondissements, or administrative districts, were the main affected areas, a resident, whose identity cannot be disclosed for security reasons, told World Watch Monitor.
“We remain powerless in the face of numerous challenges, and many of our brothers are disappointed as we can do nothing for them in response to their appeals for help,” the resident said by email. “Many have lost everything, with their houses looted or set ablaze. Others have lost a child or a family member. And this is just in Bangui. We are deeply concerned about our brethren in the provinces who are forced to hide out in bushes. We have not heard from them for a while.”
Since Djotodia‘s resignation and exile to Benin, hundreds of ex-Séléka members have left the capital, leaving desolation in their wake. Seventy-five people have been killed in the past week in sectarian violence in Boda town, 100 kilometres west of Bangui. In the northwest town of Boali, at least seven were killed and 700 Muslims have sought refuge in the local Catholic Church.
“I am not going to let anyone hurt the people inside my church; it doesn’t matter whether they are Christians or Muslims,” said Fr. Xavier Fagba in an interview on French TV.
The northern town of Sibut, 200 kilometres from the capital, was occupied and subjected to looting for several days, forcing residents to flee into the bush, according to local news reports.
Michel Djotodia resigned as president in January.

Séléka members have withdrawn from the city at the arrival of French and African forces. Their departure has raised fear of atrocities in other cities in the far north, toward which the former rebels seem to be moving.
The towns of Bocaranga and Bria resemble ghost towns, and dozens of people are feared killed. Similar scenes of desolation were reported in Bouar, near the Chadian border, where a group of about one thousand Séléka members arrived aboard 30 vehicles. “People are fleeing. It appears that the Séléka, on their way back to Chad, are burning villages as they go. They have stolen vehicles belonging to local priests,” said a local source, whose identity is being withheld to protect his security.
Samba-Panza strongly denounced the ongoing violence in Bangui and the provincial towns in a televised speech on Jan. 31.
“Nothing will justify such crimes and barbaric acts,” she said. “It is therefore unacceptable that the killings continue. I cannot tolerate such acts and they will not remain unpunished.”
More than 1 million people have been displaced and 2 million require urgent humanitarian assistance, according to humanitarian agencies.
About 1,600 French troops and 4,000 African-led forces have been deployed in the CAR, but the United Nations recommends 10,000 troops are needed in the country, which is as large as France, Belgium, Denmark and Luxembourg combined.
A donor conference held on Feb. 1 in Ethiopia’s capital, Addis Ababa, has raised over US $300 million to assure the funding of the African-led force.

Christian convert originally sentenced to 30 months in jail

World Watch Monitor. The case of a Moroccan convert to Christianity sentenced to 30 months in jail for evangelism is expected to be officially dismissed on Feb. 13 when the judge provides his final ruling, after the charges against him were concluded to have lacked evidence at an appeals court hearing last week.
Mohamed el Baldi, 34, from the town of Aïn Aïcha, near Fes, was given two-and-a-half years in prison in September, and ordered to pay 5,000 dirhams ($600) for “shaking the faith of a Muslim”.
He was arrested after his house was raided on Aug. 28 and items linked to his faith, such as his Bible, were confiscated. He was given conditional freedom after serving less than one month of his sentence, at a brief appearance before the Court of Appeal in Fes on Sept. 26. His formal release was pending the outcome of a final appeal hearing first scheduled for Oct. 10, and then delayed to Dec. 31. When that hearing was also postponed, the Moroccan Association for the Defence of Human Rights labelled the trial a “comedy”. When the appeals court did reconvene on Feb. 6, the judge ruled that el Baldi had engaged in general conversation about his faith, but that there was no evidence of coercion or his having offered financial incentives for converting.
The original 30-month prison sentence was widely criticised and an online petition, addressed to King Mohammed VI, was launched to request his release.
The Moroccan Association for the Defence of Human Rights has welcomed the court’s decision, which they say is the result of media attention given to the case and actions of human rights groups. “The case can be considered closed as it has been established that the accusation was false,” Mohamed Oulad Ayad, President of the rights group in Fes, told World Watch Monitor. “El Baldi will soon fully recover his freedom. The verdict will be confirmed on February 13. The whole trial has been a comedy, instead of addressing the real problems of the country, such as unemployment.”
Morocco has a population of nearly 33 million. Islam is considered the religion of the Kingdom, with King Mohammed VI holding the title of “Prince of the believers”. The church in Morocco numbers around 25,000 members, the majority of which are expatriates, while there is also a significant Jewish community. Registered churches and associations include the Catholic, Russian Orthodox, Greek Orthodox, French Protestant and Anglican churches. Any attempt to induce a Muslim to convert is illegal. According to Article 220 of the Penal Code, any attempt to stop one or more persons from the exercise of their religious beliefs or from attendance at religious services is unlawful and may be punished by three-to-six months’ imprisonment and a fine of 200 to 500 dirhams. The Article applies the same penalty to anyone who “shakes the faith of a Muslim”, or converts him to another religion.

Morocco is ranked No. 44 on Open Doors International’s World Watch List, which ranks the 50 countries where it is most difficult to practise Christianity.
The list cites Islamic extremism as the major challenge facing Morocco’s Christians. The moderate Islamist Party for Justice and Democracy (PJD) has held power since winning parliamentary elections in 2011, following a general referendum on a reformed Constitution after ‘Arab Spring’ protests.
On Apr. 16, 2013, the government’s High Council of Ulemas, the highest religious authority in Morocco, issued a fatwa that was published in the national Arabic-language daily, Akhbar al-Youm, stating that Muslims who reject their faith should be “condemned to death”. The publication of that fatwa has raised questions about its possible outcomes, particularly among Christian converts.

Three hundred bishops in Central Kenya confronted a county governor last week to protest against a new bill that could see clergy charged for preaching outside of their churches. The bishops, who say they represent as many as 1,200 churches within Nyeri County, marched to the governor’s office on Feb. 12 to protest against the Nyeri County Finance Bill, which includes a section on charging preachers for speaking in public. The bill, which is yet to be debated by the local government or signed by the county governor, states that clergy must pay 10,000 Kenyan Shillings (approx. €85) per day to preach inside a stadium, 8,000 KES (€68) outside a stadium and 5,000 (€42) in rural areas. Charles Muchiri, priest of St. Peter’s Catholic Church in Ruiru, near Nairobi, and chairman of the 300 bishops, said that churches should not be commercialised and treated like businesses, and that the bill would leave clergy dependent upon funds to reach beyond their churches.
“The services rendered by the church to the people are free and such a high tax imposition will greatly affect the spreading of the gospel,” he said.
In Kenya, it is common for churches to hold evangelical events in stadia that can last from three or four days up to a week. The Nyeri governor, Nderitu Gachagua, was out of office on the day of the protest, but the bishops were addressed by Finance Executive Martin Wamwea, who promised a response from the County Assembly Finance Committee within seven working days. Nyeri is not the first county to consider such measures. Nairobi County proposed a similar law last year that would charge clergy for the use of public parks. The two largest parks in Kenya’s capital, Uhuru and Kamukunji, are popular venues for evangelical meetings, but under the proposed law churches could be forced to pay 50,000 KES (€423) per day to preach from the main stand or 40,000 KES (€338) elsewhere in the park. Under Nairobi’s proposed bill, street evangelists would also be forced to pay 2,500 (€21) to preach. Similar proposals were made in Busia County in Western Kenya, but the bill was dropped after protests from clergy.
Christians in Kenya are divided on the issue. Some argue that it is wrong to charge preachers, but others say clerics should pay the fees, a view that is bolstered by reports that clergy have been exploiting their positions to make money.
Recent reports claimed that one pastor had been charging 1,500 KES (€13) for the promise of salvation, while another reportedly sold holy oil for money.
